Commercial Host Liability

These maps, generated from a legal research study, document the substantial erosion of commercial host liability (CHL, also referred to as dram shop liability) during the last two decades. CHL holds alcohol retailers liable for alcohol-attributable harms caused by a patron who was illegally served alcohol because the patron was intoxicated (“adult liability”) or underage (“underage liability”) when served. The Community Preventive Services Task Force, based on a systematic research literature review, concluded that CHL is an effective strategy for reducing excessive alcohol consumption.
